Energy & Environment Cooperation

The Council of Ministers for Trade, Energy and Regional Policies (MR-NER) look after the interests of Nordic co-operation in the areas of Trade, Energy as well as Regional Policies. This will be done in accordance with the overall goals of the action plans for the three areas.

In Energy particular weight is put on the Nordic countries being at the forefront of development in the EU and other international co-operation.

The purpose of environmental co-operation is to conserve and improve the quality of the environment and of life in the Nordic countries as well as to influence regional and international co-operation. At the same time, environmental co-operation must also contribute towards implementing the Nordic Strategy for Sustainable Development.

The purpose is to ensure that Nordic nature and environmental protection policies make an impact internationally, especially in relation to EU.


Study visit to Oslo andTrondheim (Norway) and Copenhagen (Denmark) on energy efficiency, energy saving and renewable energy sources and innovations on 1-7 November 2009

Aims: 
-      Establish cooperation among municipalities of the North-West Russia of RF and municipalities of Norway in the area of energy saving, energy efficiency and renewable energy sources;
-      Study experiences of the Nordic countries (Norway) in the area of energy efficiency and energy saving, renewable energy sources and innovations on the municuipal level including utilities;
-      Study latest researches and developments in energy efficiency and alternative energy sources;
-      Discuss perspectives of cooperation in the area of energy efficiency and energy saving among the Nordic countries (Norway) and municipalities of the North-West Federal Okrug of RF.

Expected results:
1. Cooperation among municipalities of the North-West Russia and Norway is established in order to learn experiences in the area of energy efficiency and energy saving, renewable energy sources and innovations including utilities
2. Experiences of Norway on energy efficiency is learnt and evaluated, draft recommendations for municipalities of the North-West Russia are elaborated and discussed with involved partners
3. Cooperation between educational and research institutions of the Kaliningrad region and Norway is established
4. Main areas of cooperation on energy efficiency and energy saving are formulated between Nordic countries (Norway) and municipalities of the North-West Russia

Energizing the sustainable growth in the Region
Kaliningrad
10-11 June 2009
  

The objective of the workshop is to develop contacts, present and discuss visions, scenarios and plans for development of a sustainable energy supply in the Kaliningrad Region as a part of the Baltic Sea Region.
Conference venue – the Museum of the World Ocean, nab.P.Velikogo, Naberezhnaya Petra Velikogo, 1, Kaliningrad.
The target group is experts within the sphere of energy supply, renewable energy and energy efficiency from the Baltic Sea Region.

The organizers expect the following results from the workshop:

  • Establishment and strengthening of contacts between Nordic and Russian participants,
  • Increased knowledge on use of the technique of scenario modeling within the energy sector,
  • Exchange of information on energy planning and contribution to development of basis for further cooperation between partners within the Baltic Sea Region on a sustainable supply and use of energy in the Region.

 The workshop is organized by the Government of the Kaliningrad Region in cooperation with Baltic Development Forum, Energy Cooperation in the Baltic Sea Region BASREC and Information office of the Nordic Council of Ministers in Kaliningrad.

HELCOM Baltic Sea recovery plan for Leningrad Oblast’ and Russian-Nordic environmental cooperation, 11 and 12 February 2009 in Saint Petersburg.


The Nordic Council of Ministers Information offices in St. Petersburg and Kaliningrad and the Government of Leningrad Oblast’ in cooperation with HELCOM Secretariat are hosting a major Stakeholder Workshop on 11 February in St. Petersburg in order to build up support for this multinational strategy to rescue the troubled marine environment as one of the first steps towards the upcoming implementation of the strategic HELCOM Baltic Sea Action Plan.
 
Senior government officials of Russia’s Leningrad Oblast’, representatives of the scientific and business communities, international financial institutions, NGOs, as well as officials from neighbouring countries will discuss the regional implementation of the wide-ranging programme of actions which was adopted a year ago by the Baltic Sea countries and the European Commission - all members of HELCOM - to drastically reduce pollution to the sea and restore its good ecological status by 2021.
 
The overall objective of the Workshop, is to facilitate the involvement of stakeholders into the process of implementation of the Baltic Sea Action Plan concerning combating eutrophication caused by excessive inputs of nitrogen and phosphorous in Leningrad Oblast’. Both pollution from municipal wastewater as well as from agricultural run-off and the status of biodiversity will be addressed at parallel sections in order to elaborate concrete actions to solve existing environmental problems. The financial aspects of the plan’s implementation and the cost-efficiency of measures will also be on the agenda.
 
To enhance the cross-border dialogue the seminar on Russian – Nordic cooperation focusing on environmental technology for reduction of emission of phosphorus to the Baltic Sea will be following on 12 February 2009. The event will provide an opportunity to share good practices of measures to reduce the Baltic Sea pollution. It is expected the report of the seminar will provide an input to the road map for implementation of the Baltic Sea Action Plan for the North-West Russia.
 
Representatives of the Governments of St. Petersburg and Leningrad Oblast’, Head of Vodokanal St. Petersburg, HELCOM Secretariat as well as the Director of the Nordic Council of Ministers Information office in Kaliningrad will summarize results of both events during the press conference 12 February at the Angleterre hotel from 14:00 till 14:30 (Meeting room Anna Pavlova).

Stakeholder Workshop in St. Petersburg addresses key actions within the maritime segment of the HELCOM Baltic Sea Action Plan

– Implementation of actions within the maritime segment of the Baltic Sea Action Plan in the Russian Federation was the primary focus of the HELCOM Stakeholder Workshop which was held on 21 November 2008 in St. Petersburg.

The Workshop was hosted by Admiral Makarov State Maritime Academy and organized jointly by the Academy, Information Offices of the Nordic Council of Ministers in Kaliningrad and St. Petersburg, the Ministry of Natural Resources and Ecology of the Russian Federation, the Saint-Petersburg Port Maritime Authority and the HELCOM Secretariat. Participants included officials from the government agencies, local authorities, representatives of the maritime administrations, port authorities, scientific and business communities, regional organizations and NGO’s from Russia, as well as from Estonia, Finland and Poland.

“The aim of the Workshop was to facilitate national implementation of the maritime and response actions agreed within the HELCOM Baltic Sea Action Plan and to involve all interested stakeholders in realization of the agreed measures,” says Monika Stankiewicz, Professional Secretary on maritime and response issues at HELCOM.

Following a series of presentations, participants of the Workshop discussed new IMO regulations on prevention of air pollution from ships, the use of economic incentives in Russian ports, a new proposal by the HELCOM countries to IMO to tighten requirements for sewage from ships, and measures to increase safety of winter navigation, including training of seafarers.

Additionally, participants discussed measures related to response to oil pollution, including the enhanced cooperation on places of refuge, the role of the municipal authorities in the shoreline response, as well as the new project “Sub-regional risk of spill of oil and hazardous substances in the Baltic Sea” (BRISK).

Also, an official ceremony of handing over the chairmanship within the Baltic Icebreaking Management (BIM) from Finland to Russia took place during the meeting. Mr. Ilmari Aro of the Finnish Maritime Administration passed his duties on to Mr. Petr Parinov, Harbour Master of Port of St. Petersburg. HELCOM’s cooperation with BIM under the Finnish chairmanship resulted in adoption of the HELCOM Recommendation 28E/11 on further measures to improve the safety of navigation in ice conditions in the Baltic Sea.  This recommendation is an integral part of the Baltic Sea Action Plan.

This is already the third Stakeholder Workshop on the Baltic Sea Action Plan held in the Russian Federation. The previous two were held this year in Kaliningrad and focused on the implementation of the eutrophication and biodiversity segments, as well as the response to accidents at sea segment. “The regional/national workshops enhance the elaboration of national projects and the development of prioritised list of actions and help increase awareness of the strategic Baltic Sea Action Plan to reduce pollution to the sea and restore its good ecological status by 2021,” says Stankiewicz.

Kaliningrad calls on for a Second Stakeholder Workshop to save the Baltic.

The Baltic Sea Action Plan of the Baltic Marine Environment Protection Commission (HELCOM), intended to restore the good ecological status of the Baltic Sea will be discussed in Kaliningrad, Russia at the Second Stakeholder Workshop. The workshop will take place on 29 August, 2008.

The first Stakeholder Workshop took place on 22 May 2008. In order to solve top-priority ecological problems of the Baltic participants of the workshop prepared the Recommendations with further steps to reducing pollution of the Baltic Sea. The Second stakeholder workshop is one of the recommendations for the Information office of the Nordic Council of Ministers in Kaliningrad, one of the organizers of the event.

The objective of the Workshop is to help to practically implement Maritime Segment of the BSAP in the Kaliningrad Oblast. The focus will be on “Efficient emergency and response capability” and strengthening of sub-regional cooperation in the south-eastern Baltic (Poland / Russia / Lithuania / Latvia).

“We hope that the tangible results and proposals from the workshop in Kaliningrad will serve as a timetable for the practical implementation of the action plan in the Kaliningrad region,” says Anne Christine Brusendorff, Executive Secretary of HELCOM.

The outcome of the seminar will be suggestions for a roadmap for implementation of the “response part” of the action plan in the Kaliningrad Region.

HELCOM Baltic Sea Action Plan was adopted by the Ministers of the Environment of the Member States of HELCOM meeting on 15 November 2007 in Krakow, Poland. The implementation of the action plan will help to drastically reduce pollution to the Baltic Sea and restore its good ecological status by 2021.

The representatives of the HELCOM Secretariat, representatives of the Government of the Kaliningrad region, Kaliningrad Maritime Port Administration, Ministry of Natural Resources and Ecology of Russia (North-West Department of Rosprirodnadzor), representatives of municipalities and organizations of the Kaliningrad region as well as the representatives of the Nordic Council of Ministers will take part in the HELCOM BSAP workshop.

The workshop is organized on the initiative of the HELCOM Secretariat with the support of the Government of the Kaliningrad Region together with the Kaliningrad Maritime Port Administration, Ministry of Natural Resources and Ecology of Russia (North-West Department of Rosprirodnadzor), State Marine Pollution Control & Salvage Administration of the Ministry of Transport of Russian Federation, and the Information office of the Nordic Council of Ministers in Kaliningrad.

First Stakeholder Workshop on Implementation of the HELCOM Baltic Sea Action Plan for the Kaliningrad Region of the Russian Federation will take place on 22 May, 2008.
HELCOM Baltic Sea Action Plan was adopted by the Ministers of the Environment of the Member States of HELCOM meeting on 15 November 2007 in Krakow, Poland. The implementation of the action plan will help to drastically reduce pollution to the Baltic Sea and restore its good ecological status by 2021.
The overall objective of the Workshop is to facilitate the involvement of local stakeholders into the process of implementation of the Baltic Sea Action Plan for the Kaliningrad Region.
The workshop will deal with all four segments of the Baltic Sea Action Plan: eutrophication, hazardous substances, biodiversity, maritime activities. However, the major focus will be set on eutrophication and biodiversity, the problems which are of greater interest for the Kaliningrad region.
After the workshop a report with concrete suggestions on priority issues will be prepared, which can be used by involved stakeholders as a roadmap for implementation of the Baltic Sea Action Plan for Kaliningrad Region.
The representatives of the HELCOM Secretariat, representatives of the Government of the Kaliningrad region, representatives of municipalities and organizations of the Kaliningrad region as well as the representatives of the Nordic Council of Ministers will take part in the HELCOM BSAP workshop.
The workshop is organized on the initiative of the HELCOM Secretariat with the support of the Government of the Kaliningrad Region and the Information office of the Nordic Council of Ministers in Kaliningrad.

A group of specialists from 9 municipalities of the Kaliningrad region is leaving for Denmark on 17 April 2010 to visit 6 Danish municipalities and to study experiences of Nordic countries on business development issues, municipal support of entrepreneurs, public-private partnership and companies’ staff upgrading.

Attitudes are what have to change in order for accessibility to be achieved
There is a great deal of interest among the Russian and Baltic participants on the course in Universal Design that begun on Monday at the Nordic School of Public Health (NHV). The discussions during lectures are lively and questions posed many from participants representing various sectors and agencies.
– The problem is to change attitudes so that those working for public institutions accept that these should be accessible for all, rather than it being an issue of lack of funding, says Andrey Zonin, Director for the Institute for Cultural Programs in St. Petersburg.
