The project is launched by the Information Office of the Nordic Council of Ministers in Kaliningrad. It is aimed at facilitating the integration of the Kaliningrad region into economic and social processes in the Baltic Sea region.
A preliminary research has shown that ties within the triple helix model (authorities-science/education-business) are quite weak in Kaliningrad, and the region lacks an effective strategy for its cluster development.
To this end, the new project is aimed, first of all, at supporting interaction between authorities, business and science by involving each party in discussion of cluster development targets.
In 2011 the project will include, as follows:
1. Preparing a preliminary overview of potential clusters. The aim is to lay the foundation for further activities by selecting several clusters for a more detailed consideration.
2. Introducing Nordic approaches to creation of favourable environment for economic co-operation and business development to the participants: study trips with visits to local and regional authorities, companies, business associations, etc. having a particular focus on regional and cluster development; a seminar in Kaliningrad on the best Nordic business development practices and possibilities to adapt them to the Kaliningrad region; a report on business climate in the North-West Russia (within the joint Baltic Development Forum).
3. Identifying clusters as a basis for co-operation/integration: identification of potential clusters, build-up of working groups and facilitation of interaction within the working groups from the triple helix model perspective, visits to the partners in the Nordic countries, seminars and training sessions in Kaliningrad, and reports by the working groups on perspectives for cluster development.
The project activities will be further specified within co-operation with the Advisory Board, which is to be set up after the project is signed. The Board will involve representatives of the regional ministries, higher education institutions, town halls, and business associations.
The project is implemented in partnership with the other Nordic projects in Kaliningrad, as Energy Efficiency and Renewable Energy, Capacity Building of Local Administrations, and Creative Industries.
