Title of project: “Energy cooperation in the North-West Russia”
Phase I
The cooperation started in 2008 within the framework of the Northern Dimension on Environment and as complementary cooperation with BASREC, BDF, UBC, NEFCO and BEAC (Working group on Energy) will continue and broaden till 2013. Knowledge and best practices received in Nordic countries on energy issues were shared and started to be implemented into practice in North-West Russia.
Objectives:
Contribute to the Nordic-Russian energy dialogue within the framework of the Northern Dimension.
Contribute to the development of a network of energy actors in North West Russia and Nordic countries
To build capacity of NW Russia energy actors by knowledge building and networking through project events in the following areas:
Energy supply in remote areas
Energy saving in operation, maintenance and renovation of district heating networks
Wind energy
Bioenergy.
Phase II

Knowledge and best practices received in Nordic countries on energy issues were shared and started to be implemented into practice in North-West Russia.
Objectives:
To manage and promote the networks established to ensure sustainability of the project results and long-term partnerships
To build capacity of national, regional and local public administrations, Energy efficiency centres, NGOs, scientific and educational institutions in the NW Russia by knowledge building and networking through study visits to 5 Nordic countries and joint seminars, workshops and training sessions in the NW Russia regions (Karelia, Leningrad Oblast, Kaliningrad, Murmansk, Arkhangelsk, Pskov regions) in the following areas:
Energy saving, energy efficiency and energy management on the regional and municipal levels
Renewable energy
Summer camp on energy issues
To contribute to the implementation of federal law on energy saving and improving energy efficiency on the regional and municipal levels.
