Capacity building of local administrations through cooperation between Nordic and Russian regions and municipalities
Phase II
The project aimed at creating conditions for sustainable development of municipalities through strengthening capacity of municipal administrations and transferring experiences of the Nordic countries, was launched in April 2009 in the framework of the Knowledge Building and Networking Programme.
Within the Phase 2 (January-December 2010) participants are cooperating on the following areas:

Environmental and energy planning on the municipal level

Municipal support to SMEs and entrepreneurship development

New role of libraries in society
The first project component is jointly implemented with two projects on energy efficiency and energy saving. Much attention is paid to the waste management, waste water treatment, renewable energy, public awareness of the population on energy efficiency etc. A series of workshops and training sessions took place with regard to energy efficiency (March-May) to support the elaboration of energy efficiency programmes on the municipal level.
Within the second project component participants are learning experiences of the Nordic countries on delivering municipal services to SMEs and development of entrepreneurship (structures of business and company support, public-private partnership etc.). Special focus is given to enhancing entrepreneurship among young people (together with the Kaliningrad Business College).
